EFCC arrest VC for fraudulent transaction

The Economic and Financial Crimes Commission, EFCC, on Monday arrested top officials of the Adamawa State University for selling a N13 million government-owned Toyota Land Cruiser as scrap.
The commission’s spokesperson, Wilson Uwujaren, confirmed the arrest in a telephone interview with PREMIUM TIMES.
Mr. Uwujaren said the vice chancellor of the university, Shall David Joshua, and the bursar, K.E. Anjili, were among those arrested.
“Our operatives in Yola, Adamawa State today arrested top officials of the Adamawa State University for questioning over the sale of a brand new Toyota Land Cruiser jeep as scrap to the former FRSC boss, Haladu Hananiya,” the EFCC spokesperson said.

PREMIUM TIMES had on August 6 reported how a former Corps Marshal of the Federal Road Safety Commission, FRSC, Haladu Hananiya, paid N150,000 for a new Toyota Land Cruiser SUV worth N13 million.
Mr. Hananiya is alleged to have used his position as former Chairman, Governing Council of the Adamawa State University, ADSU, to convert the vehicle to his personal property.
The university bought the vehicle on January 28, 2015, several months after the former FRSC boss ceased to be chairman of the institution’s board.
Seven days later, the car was passed to Mr. Hananiya who bought it off as scrap, paying a only N150, 000.
Mr. Hananiya was appointed chairman of ADSU governing council on August 16, 2014.
About two months into his four-year tenure; the state government sacked the board on October 8, 2014.
Investigation showed that the vehicle was purchased from AS Galadima Motors, located at Dawaki Junction, opposite Charley Boy Bus Stop, Kubwa Express Way, Abuja, with receipt number 0006 and sales invoice no: 0106.
A petition sent to the EFCC said that prior to Mr. Hananiya’s appointment, the university’s management passed a resolution empowering principal officers to retain official vehicles after paying the scrap value of N150, 000.
“Principal officers are entitled to retain their official vehicles once during their tenures after paying the scrap value of N150, 000; and if for any reason an officer leaves office after spending two years or half of the tenure, he shall pay the scrap value of N150, 000,” part of the resolution reads.

Cult clashes claim three in Ogun

At least three people were killed Monday in a deadly clash between rival cult groups in Elega and Ago-Odo areas of Abeoluta, Ogun State capital, police and residents said.
Fighting broke out between the Eiye and Aiye confraternities, throwing the communities into confusion as residents fled for their lives.
One of those killed, witnesses said, was the leader of the Eiye group, known as Ibrahim Alamutu, who got married last week.
Witnesses said Mr. Alamutu, a notorious gang member, was decapitated by Aiye members, who feared he had spiritual powers to ward off bullets.
Residents said the two groups clashed following a power tussle last week at the Moshood Abiola stadium, Abeokuta.
In response to Mr. Alamatu’s killing, members of the Eiye group stormed Ago-Odo around 7.30 am Monday. Two other members of the group were also killed in the fighting that followed.
Several buildings in the area were set alight by the rampaging cult members and at least 10 vehicles were vandalised, residents said.
As the fight spread to other areas, scores of police, personnel of State Security Service and men of the Special Anti-Robbery Squad, were led to the scene by the Abeokuta Area Commander, Presley Dodeh, and the Divisional Police Officer of Adatan, Ogunjobi Tolani, police said.

One of the houses razed in the clash
The operatives, who arrived the area in 14 Hilux vans supported by an Armoured Personnel Carrier (APC), restored order to the affected communities.
A resident, Lateef Koleoso, whose Nissan car was damaged in the attack, told reporters that about “200 cult members” had earlier stormed the area in the late hours of Sunday damaging several properties.
He said early Monday, the attackers returned in about 20 vehicles and motorcycles shooting sporadically.

Two former NTA bosses, three others returned stolen 136m

The newly appointed Managing Director of Jigawa State Television House, Alhaji Ishaq Hadeja, has vowed to recover over N136 million from the former interim committee of the station.

*Gov Lamido
The committee, headed by two former Director Generals of NTA, Alhaji Muhamamd Ibrahim and Mr. Tony Iredia, with three other veteran broadcast journalists, Timawus Mathias, Adamu Aliyu Kiyawa, and Aminu Ahmed, were alleged to have received a whopping N136m from the administration of Governor Sule Lamido.
Hadejia told reporters during his maiden briefing, shortly after assuming office, that the Timawus Mathias committee failed to execute what the fund was earmarked for.
The money was set aside for the procurement of gadgets and manpower development (Training) for staff of the television station.
“The former Interim Committee of Jigawa State Television must account for N136 million released to them by Lamido’s led PDP administration for the procurement of gadgets and training of the station’s staff,” he said.
Hadejia frowned on the former Interim Committee for lack of “factual and transparent records indicating how the money was spent, adding that
“When asked, the committee said it was only accountable to the former governor, Sule Lamido.”
The tough-talking new Managing Director revealed that he inherited problems that required urgent attention, left behind by the interim committee.
He said: “They have not retired anything in the record, they supposed to have explained in details how it was utilized, rather they said they could only retire the record to the former governor.”
Hadejia explained further that in line with the spirit and principles of change, he would run a transparent, open door policy and objective leadership where everybody would be given equal treatment, including the opposition parties.
The Managing Director stated the station would air modern and attractive programmes, including sports, which would be transmitted from Dutse station to Andaza onward to Gumel as well as Hadeja stations respectively.
Contacted on phone, one of the NTA DG, Alhaji Muhammad Ibrahim, said any allegation should be done with justification and in good faith with concrete reason.
He advised politicians to be just and fair on any allegations and criticism against any person and their co-politicians.

Man dupes policemen pretending as former Lagos CP

Policemen attached to Lagos State Police Command have arrested a young man, identified as Agubosin Ifeanyi Friday, for allegedly impersonating the former Lagos State Commissioner of police, Mr. Kayode Aderanti.
It was gathered that the suspect allegedly set up a false Facebook account in Aderanti’s name, where he allegedly defrauded unsuspecting policemen and members of the public.
Vanguard learned that the suspect allegedly posted a bank account on the Facebook account, urging policemen who wanted to get juicy posting to pay N30,000 and N50,000, while those seeking promotion were to pay much higher fees based on negotiation.
The Facebook page, according to a victim, also urged members of the public to part with money for petition signing and investigation of their cases.
It was learned that policemen fell for the fraud and paid the agreed money. However, the fraudulent deal was exposed when a policeman, who claimed he paid N30,000, went to report to the former police boss that he was yet to be posted.
Police investigation led to the arrest of the suspect through his bank details.
A policeman, who fell for the scam, said: “I thought it was an authentic Facebook page when I saw the CP Aderanti’s pictures on it. I did not know it was a scam.”
The suspect, a secon-dary school leaver, has been transferred to Force Headquarters, Abuja, for further investigation.
According to the suspects, “I am a secondary school leaver. I wrote the Joint Admission and Matriculation Board, JAMB, examination and I have written post-UME to gain admission into the university.
“I do not know anything about the Facebook account. It was my brother, a university under-graduate, that implicated me because the account he used is mine.
“It was after I was arrested that I got to know the crime he committed. He has been on the run since my arrest.”

Dasuki to be tried today

The Federal Government will Tuesday (today) arraign a former National Security Adviser, Col. Sambo Dasuki (retd.), on only one- count of illegal possession of firearms before a Federal High Court in Abuja, for allegedly being in possession of firearms without license, We have learnt.

Our correspondent also confirmed on Monday that the former NSA, who was scheduled to appear before Justice Adeniyi Ademola, had last week filed his bail application in anticipation that the court will hear it immediately after taking his plea on Tuesday (today).

A reliable source, who had a copy of the charge in his possession, said its content was exactly the same with the statement recently released by the Department of State Services to announce that it had preferred a charge against the former NSA.

Dasuki’s counsel, Mr. Ahmed Raji, SAN, confirmed to our correspondent on Monday that the prosecution preferred only one count against the accused person.

“It’s only one count. It’s a count relating to possession of firearms without license,” Raji said.

The DSS had said in its statement that it charged Dasuki with possession of firearms without license, an offence punishable under section 27(I)(a)(I) of the Firearms Act Cap F28 Laws of the Federation of Nigeria 2004, based on the evidence so far obtained.

Findings by our correspondent showed that the Federal Ministry of Justice had since taken over the case.

It was learnt that the trial ought to have commenced last week but it could not go on because of the directive of the Chief Justice of Nigeria, Justice Mahmmud Mohammed, to various heads of court not to sit throughout the week to enable lawyers and interested judges to participate in the just-concluded one week-long Annual Bar Conference of the Nigerian Bar Association.

The DSS had on July 16, 2015 searched the ex-NSA’s residences in Asokoro, Abuja and Sokoto, where its operatives claimed to have recovered seven high calibre rifles, including magazines and military gears in the houses located at 13, John Khadya Street, and 46, Nelson Mandela Street, both at Asokoro, Abuja; and 3, Sabon Birni Road, Gwiwa Area, Sokoto, Sokoto State.

The agency also said that it recovered 12 new vehicles, including five bullet-proof cars from Dasuki’s house, the ownership of which could not be explained by the embattled former NSA, and which investigators believed must have been purchased with proceeds of corruption.

Breaking: Police beats woman to death in Akure

A 50-year old female politician, Mrs. Ronke Adelugba, was on Sunday night allegedly beaten
to death in her house in Akure, the Ondo State capital, by policemen who allegedly invaded her
house in search of a suspected criminal.

The woman, who was until her death the Woman Leader of the Accord Party (AP) in Ward 5, Akure
South Local Government Area, was allegedly hit with a gun butt and beaten by two of the seven
policemen who came to her house after an argument with her.

The seven policemen, who came in a white police Hilux van with registration umber NPF 4236 B,
had stormed the house located at No. 1, Akinyemi Street, off Ijoka Road, Akure, after
searching a nearby bush for some boys believed to be smoking Indian hemp in the area.
Unable to find anybody in the bush, the policemen then headed to Mrs. Adelugba’s house to see if the boys were hiding there.

However, an argument ensued, with Mrs. Adelugba insisting that only her own children were in her three bedroom house. Insisting that she would not let her children be
arrested without any explanation or warrant, Mrs Adelugba was shoved, beaten and hit with a gun

Crazy country: 64 million Nigerians have mental problems

A former power minister, Professor Chinedu Nebo, on Monday said the federal and state governments have not provided medical attention to about 64 million Nigerians who suffer from mental illness.
Nebo spoke during the Second Public Lecture organised by the Federal Neuropsychiatric Hospital, Enugu, in collaboration with the West African College of Nursing.
Speaking on the theme ‘Psychiatric and mental health in Nigeria: challenges and prospects,’ Nebo noted that, according to medical scholars, out of a population of 160 million or thereabouts, “64 million Nigerians suffer from one form or the other of afflictions of mental illness,” which deserved attention.
Nebo, a former Vice Chancellor of the University of Nigeria, Nsukka, pointed out that, whereas government had done much in the area of primary health care, nothing had been done to address mental health challenges.
He also noted that Nigerians were not adequately informed about mental health issues.
“Nigerians still grapple with many social challenges, including poverty, high level of unemployment and other social pressures.
“The prevalence of these situations have been escalated by the fact that there is high level of poor knowledge and understanding of the malaise of mental health disorder and the positive treatments required by the growing population of mentally ill patients,” he said.
He identified causes of mental illness to include genetic composition, neurological and psychological experiences and environmental stresses.
He faulted what he described as “the belief that many Nigerians seem to hold that mental disorder is a result of supernatural forces and, therefore, only responds to cure through traditional practices and supernatural incantations.”
Nebo urged Nigerians to give up such beliefs and “face the realities of modern conditions, which in fact, produce the stresses that lead to different levels of mental conditions.”
The former power minister called for adequate funding for research and training of mental health manpower.
Nebo equally canvassed the provision of community based mental health care services, total integration of mental health care into the primary health care system and periodic review of legislation governing the care of the mentally ill.
The Chief Medical Director of the Federal Neuropsychiatric Hospital, Enugu, Dr. Jojo Onwukwe, said the institution has a staff strength of about 1000 workers, including eight consultant specialist psychiatrists, more than 400 psychiatric nurses and 27 resident doctors.

The charge read, “That you, Lucky Esonahae, on July 6, 2015, at Uwelu Quartres, Benin, in Egor Magisterial District, did unlawfully cause grievous harm to one Stella Isaac, by setting her on fire with kerosene, which cause her bodily harm and, thereby, committed an offence punishable under Section 355(B) of the Criminal Code Cap 48, Vol. II, Laws of the defunct Bendel State of Nigeria, 1976, as applicable to Edo State.”

The prosecuting officer, Sergeant Ganiyu Yahya, told the court that the incident occurred at Uwelu Quartres in Benin, and was reported by the victim, Stella Isaac, on July 6, the same day it occurred.

Yahya said Esonahae had poured kerosene on the head of the woman, who was said to be seven months pregnant, lit a match and set her on fire.

‎He said the victim was later rescued by one of her sons and one of her neighbours, who forced the door of her room open, as she had been locked in.

He said the victim, who was later rushed to the Central Hospital where she received treatment, however, sustained burns on her hands and forehead.

The police prosecutor‎ also told the court that Esonahae had earlier accused the pregnant woman of infidelity for allegedly returning at about 6pm from her antenatal and had threatened to kill her before she ran to her sister’s residence.

The accused, however, pleaded guilty to the offence and begged for leniency.

But the presiding magistrate, Igho Braimoh, ‎said the court would not be lenient, adding that “for a 37-year-old man to set a lover on fire leaves much to be desired.”

She, therefore, sentenced him to five years imprisonment with hard labour.

Buhari's appointments were based on merit - Oshiomhole

Edo State Governor, Comrade Adams Oshiomhole has commended President Muhammadu Buhari on the appointment of the Secretary to the Government of the Federation (SGF), his Chief of Staff, Comptroller-General of Customs and Presidential Liaison Officers to the National Assembly.
According to the Edo State Governor, the appointments are based on merit and not political sentiments or ethnic consideration as some would have Nigerians believe.
In a statement signed by his Chief Press Secretary, Mr Peter Okhiria, The Governor said: “The Nigerian nation has come to a point where we have to use the best hands to confront the peculiarity of our problems. It is not all the time we descend to the level of geopolitical balancing; we need to employ unusual methods to solve unusual problems.
“The level of decay in the country at present requires very seasoned hands and incorruptible Nigerians that would help to translate the APC agenda of change for the benefit of all Nigerians. We must not reduce governance to political patronage of bread and butter.
“The Comrade Governor congratulates the Chief of Staff, the Secretary to the Government of the Federation and the Comptroller-General of Customs, all of whom he had very close relationship with and whose credentials stand tall among their compeers. He wishes them well in their new jobs of helping to sanitize a system that has become so rotten and corrupt as a result of manifest incompetence and mismanagement.
“Rather than condemn the President for taking this bold step, we should commend him for having the uncommon courage to take tough decisions in the appointments he has made so far, as he settles down for the real task of governance. If we must make a huge difference in the lives of Nigerians, things must be done differently.
“We cannot continue to apply same template in the recruitment of persons and expect different results. The new appointees are Nigerians who have served the country in different capacities before now and deserved every bit of our cooperation and support to make them excel in their new jobs.

Akpabio escapes death by whiskers, admitted in hospital

Ex- Governor Akpabio hospitalised in Abuja after own car disobeyed traffic light, then crashed
A former Governor of Akwa Ibom State, now Senate Minority Leader, Godswill Akpabio, escaped death Monday morning after his car got involved in an accident along the Airport Road in Abuja.

We learnt that the accident occurred near the Bolingo Junction close to the Ship House, Abuja.

A witness said Mr. Akpabio was moving in a convoy of vehicles towards the City Gate when his vehicle ran into another car.

“My wife and I were coming from the NNPC Mega Station and we stopped at the traffic light by Bolingo Hotel Junction. When the green light showed and we made to move, there was this siren blaring Mercedes Benz jeep that came from the town and almost crashed onto my car. I don’t know how we dodged but another that was behind the jeep hit the car behind me and tumbled on its side.

“I and my wife rushed out of our vehicle and helped the driver bring out his boss. When we brought him out, we found that it was former governor Godswill Akpabio.

“At the time we brought him out, the siren was still blaring. We put him in the other vehicle and he was rushed to the National Hospital.”

The witness said Mr. Akpabio was badly shaken and was in a traumatic condition when he was brought out of the crashed vehicle.

He said the former governor was apparently rushing out of the city when his convoy beat the traffic and crashed.

When PREMIUM TIMES arrived at the National Hospital two hours after Mr. Akpabio was admitted at the hospital, a security official said the former governor was at the National Trauma Center.

The source however noted that Mr. Akpabio was later moved to a private section of the hospital for X-ray and other investigations.

At about 10am, PREMIUM TIMES met with the driver to the former governor, simply called David who confirmed the accident.

Mr. David said his boss was in stable condition but declined to say how the accident happened. He wore a black jeens trouser with a white stripped shirt.

When contacted on the telephone, the Chief Medical Director of the hospital, J. Momoh, said he could not speak on Mr. Akpabio’s case because he has no authorisation from the family.

Mr. Momoh, who argued that it is against medical ethics to speak about a patient in admission, did not however deny that Mr. Akpabio was being admitted in the facility.

“I cannot speak about a patient in admission without getting approval from his family. You should therefore excuse me,” Mr. Momoh said.

When reminded that Mr. Akpabio is a public official and Nigerian Senate Majority Leader and not a quiet family man, Mr. Momoh still insisted he cannot speak on the matter.

At about 12.25p.m. Mr. Akpabio’s predecessor, Governor, Udom Emmanuel, arrived in a three-vehicle convoy, led by a Toyota Jeep, with registration number, Yab 474 BG.

Mr. Udom was driven in a BMW salon car with the number plates covered.

WICKEDNESS: woman burns Niece with hot ion for having sex with landlady son.

A 16-year-old girl identified as Bimpe Badmus is currently in pain from the injuries she sustained following an attack by her aunt. Bimpe’s aunt burnt her with a hot pressing iron, for allegedly having sexual affair with their landlady’s son.p

The incident occurred on Ogunjirin Street, Ketu area of Lagos.

It was learnt that Bimpe’s aunt asked her friends, Khadijah and Iya Daniel to help hold her hands and legs before burning her with the hot iron on several parts of her body.

A neighbour while reacting to the incident disclosed that the victim was severely beaten and chased out of the house.

The eyewitness said, “They all live in the same compound. It was Khadijah that told Bimpe’s aunt that she was sleeping with the landlady’s son. Khadijah brought the hot iron from her room and gave it to Miss Badmus’ aunt while she and Iya Daniel held her neck. It was when they chased her out that the neighbours rescued her.

“The annoying thing is that it is not as if these married women are clean. I don’t know why they did that to her. It was when residents couldn’t stand the horrible situation that they took them to Ketu police.”

Also reacting to the incident, one Fatai, who claimed to be the girl’s brother affirmed, “When I got to the police station to see Bimpe, I was sad because the sight was horrible. My sister was writhing in pain and when I asked the Divisional Police Officer to release her for treatment, he refused. I asked the aunt if she was under a spell to have gone this far because it won’t stop her from having an affair. This is cruel.”

The landlady’s son’s elder sister, Tope Abimbola, said: “Even before they were taken to the police station, she was in pain. I thought she was going to die. I quickly went to a nearby pharmacy to get an ointment to relief her of the pain. It is really painful. She has been admitted at the General Hospital, Ikeja and she is responding to treatment.”

Bimpe however denied the allegation saying, “He has never slept with me. I am really in pain. I can’t even go home because I don’t know what will happen. While they tortured me, they kept asking so many questions. I pray God heals me fast.”

Confirming the incident, the Lagos State Police Spokesperson, DSP Patricia Amadin, said all the women involved in the assault have been apprehended and would be charged to court soon.
