REVEALED: 59 million people were displaced in 2021 - Report

Geneva – A record 59.1 million people were internally displaced in 2021 according to the newly released International Displacement Monitoring Centre (IDMC)’s Global Report on Internal Displacement (GRID). This is an additional 4 million people living in displacement at the end of 2021 compared to the same period in 2020.

For the last 15 years, disasters have triggered most internal displacement, with annual numbers significantly higher than those related to conflict and violence. 2021 was no exception – 23.7 million internal displacements, mainly in Asia-Pacific, and resulting from weather-related events including floods, storms and cyclones. With the expected impacts of climate change and without ambitious climate action, the numbers will likely increase in the coming years.

Conflict and violence have triggered 14.4 million internal displacements in 2021, an increase of almost 50 per cent compared with the previous year. The majority of internal displacements took place in Africa, particularly in Ethiopia and Democratic Republic of the Congo, with the violence and conflict in Afghanistan and Myanmar also displacing unprecedented numbers of people.

This year’s report includes a special focus on children and youth in internal displacement, who account for more than 40 per cent of the total number of internally displaced persons in 2021. The report explores the impacts of internal displacement on their well-being and their future and fills data and knowledge gaps that are key to finding durable solutions that address risks and impacts of displacement on children and youth today and in the future, and ultimately contribute to build more resilient and sustainable societies.

Gaps in how we understand and address internal displacement in conflict and disaster contexts remain. The International Organization for Migration (IOM) is proud to partner with IDMC and to provide reliable and accurate data through its Displacement Tracking Matrix (DTM), the world’s largest source of primary data on internal displacement. Building on a long-standing relationship, IOM and IDMC signed a Global Partnership in 2018 to join forces in improving data and to accelerate policymaking and action on internal displacement. Since 2020, IOM also co-chairs the International Data Alliance for Children on the Move (IDAC), a coalition of governments, international and regional organizations, NGOs, think tanks, academics, and civil society aiming to improve statistics and data on migrant and forcibly displaced children. Understanding, managing, and adapting to human mobility trends is crucial to ensure humanitarian assistance and essential services are reaching people where they are most needed.

IOM welcomes the newly released IDMC’s GRID report as a valuable tool for the organization and other humanitarian partners and governments in their responses to evolving needs of communities affected by crises around the world

BREAKING: NUJ Warri Correspondents Chapel boycotts Delta Government activities

By Akpokona Omafuaire

WARRI - THE Nigeria Union of Journalists (NUJ), Warri Correspondents Chapel, has resolved to boycott all Delta State government's activities forthwith.

The chapel decision was made during its monthly Congress held on Monday, May 16, 2022, at the Warri Correspondents Chapel Press Centre, Warri, Delta State.

The Congress berated the state government over its failure to give proper account of its activities to the people, especially in Delta South and Delta Central senatorial districts of the state which falls within the jurisdiction of the chapel.

Arising from the Congress, a communique jointly signed by the chairman and secretary of the chapel, Comrades Victor Okpomor and Dele Fasan, as well as the Communique Drafting Committee, Comrade Joe Ogbodu, Sylvester Idowu and Ebenezer Adurokiya, members expressed frustrations in meeting up with expectations of their headquarters.

Congress, in the communique, decried a situation whereby Journalists from the chapel are in kept in the dark as to government functions and activities within these senatorial districts.

"The Delta State government appeared far from the people in Warri, the Congress lamented," saying that there were a lot of issues that needed government's attention that were left unattended to.

"What the Delta Government is good at is to keep churning out press releases upon press releases about issues and programmes bordering on governance in the state with journalists not given an ample opportunity to ask first-hand questions.

"The Congress has been inundated with series of calls and accusations alleging compromise on the part of journalists covering this part of the state over failure to acquaint the government with the plight of the people especially in the area of some abandoned and neglected projects.

"Since we're not accessible to government's policies, challenges and programmes except what is contained in its press releases, we've been finding it difficult to meet the expectations of the people.

"Information managers of the state government, who are supposed to acquaint the people with update of its activities, appears evasive making the job cumbersome for members of the fourth estate of the realm," the Congress further noted.

Zoning: Court fixes May 10 to hear suit seeking to stop PDP's presidential primary

By Akpokona Omafuaire

THE Federal High Court Abuja, on Thursday, slated May 10 to hear the suit seeking to halt the scheduled primary elections of the Peoples Democratic Party, PDP, following its alleged refusal to zone its 2023 presidential ticket to the South East region.

The court, presided over by Justice Donatus Okorowo, okayed the matter for hearing, after it gave the plaintiff the nod to file processes to counter a preliminary objection the PDP raised against the suit.

PDP, had through its team of lawyers led by Mr. Mahmud Magaji, SAN, challenged the jurisdiction of the court to meddle in what it termed as its domestic affair.

It equally queried the powers of the court to summon it to respond to the suit, which was filed by one of its presidential aspirants, Mr. Cosmas Ndukwe.

The party maintained that the court lacked the vires to delve into its internal affairs, stressing that the subject matter of the case, which borders on whether to zone its presidential ticket to any part of the country or not, was not an issue that the court was constitutionally empowered to adjudicate upon.

It, therefore, urged the court to vacate its earlier order that directed it to show cause why reliefs the plaintiff is seeking in the suit, should not be granted.

Justice Okorowo had on the strength of an ex-parte application and an affidavit of urgency that was brought before the court by the plaintiff, ordered the PDP to appear before it to respond to the suit.

At the resumed proceedings in the matter on Thursday, counsel to the plaintiff, Mr. Paul Erokoro, SAN, told the court that he would need a short time to respond to PDP's preliminary objection against the suit.

His request for an adjournment was not opposed by counsel to the Defendants.

Consequently, the court adjourned further proceedings in the matter till May 10.

The plaintiff, Ndukwe, who is a former Deputy Speaker of the Abia State House of Assembly, had in an application he brought before the court, sought an order of injunction to restrain his party from proceeding with its scheduled primary election, pending the hearing and determination of his suit challenging the position of the party on the issue of zoning its presidential ticket.

Cited as Defendants in the suit marked: FHC/ABJ/CS/508/2022, are the PDP, National Chairman of party, Dr Iyorchia Atu, Chairman of PDP Primary Election Planning Committee/National Secretary, Senator Samuel Anyanwu, as well as the Independent National Electoral Commission, INEC.

Though the court declined to grant the restraining order, it directed the plaintiff to put all the Defendants on notice to enable them to appear before it to show cause.

In its swift objection to the suit, PDP, aside from challenging jurisdiction of the court to entertain the suit, argued that the case had become status barred.

According to the defendants, “the cause of action in the suit relates to the internal affairs of a political party and therefore falls within the doctrine of political questions which are non-justiciable” and as such,, the court lack jurisdiction to entertain it.

PDP, noted that the cause of action arose from a communique its National Zoning Committee issued onApril 5, whereas the plaintiff’s suit, was filed on April 19, 15 days after, in violation of Section 285 of the 1999 Constitution, as amended, which provides for 14 days for filing of such cases.

Likewise, the 3rd defendant in the suit, Senator Anyanwu, also took the matter before the Court of Appeal in Abuja, where he applied for an order to set aside the summon that was issued on the party.

Anyanwu contended that the trial judge erred in law, insisting that Ndukwe's suit was not ripe for hearing as at the time the trial court made the order.

“The learned trial judge erred in entertaining an exparte motion which seeks to stop the presidential primary election of the appellant without hearing notice”, adding that the court further erred in law when it failed to “aver its mind to section 84(15) of the Electoral Act, 2022, before making an order to show cause”, he argued.

It will be recalled that PDP had fixed May 28 for the conduct of its presidential primary election and to that effect, screened the 17 aspirants that obtained its presidential form to contest in the 2023 election.

However, in his suit, Ndukwe, challenged the scheduled presidential primary on the premise that PDP was planning to act in breach of its own constitution on zoning.

He told the court that PDP has a rotation of elective offices in place, and by that arrangement, it ought to be the turn of the Southern part of the country, especially the South East geopolitical zone, to produce the next president.
